Pupil Referral Unit - Jigsaw

Jigsaw is a Pupil Referral Unit for primary aged children.  It supports pupils who are exhibiting significant social, emotional and mental health needs . Most of those pupils will be supported in a preventative manner, the aim being to avoid the need for permanent exclusion. A small number of pupils are supported following a permanent exclusion from their mainstream school.

Jigsaw aims to provide intervention for pupils to help them develop skills and strategies to make progress in mainstream education. Jigsaw also supports the appropriate behavioural assessments, which may uncover other unmet needs.

Whilst addressing Social, emotional and mental health needs, Jigsaw also endeavours to support pupils’ academic needs and progress.

The three main strands of focus are therefore: 

  • Social, emotional and mental health development.
  • Literacy.
  • Numeracy.

Wherever possible, Jigsaw endeavours to provide a short term intervention, resulting in the pupil returning to mainstream education. Where this is not possible or appropriate, Jigsaw aims to support pupils whilst a suitable educational setting is identified.

Places at Jigsaw are accessed via the Fair Access Panel ( or monitoring and placement in the case of a permanent exclusions).  If an individual school wishes to access a place at Jigsaw, they would complete the appropriate form and submit it to the Fair Access Panel, who meet fortnightly. The panel will review the application and the referring school will be contacted shortly afterwards.
